Approve the requested Site Development Permit, subject to the conditions of approval in <br /> Attachment 1. <br /> BACKGROUND <br /> The subject property is an 8.03-acre parcel located on the east side of Natoma Road, between <br /> Black Mountain and Altamont Roads. The parcel was created in 2005 through the merger of two <br /> existing lots. There is one existing house on the western portion of the property; another house <br /> on the eastern portion was demolished prior to approval of the lot merger. There is an existing <br /> 3.50-acre conservation easement on the north end of the property, which is steep and heavily <br /> wooded. Another 1.25 acres is proposed as new open space easement, making a total of 4.75 <br /> acres or 59% of the property under conservation/open space easements. <br /> A 20-foot-wide hiking and equestrian easement runs along the north boundary of the property, on <br /> the south side of Deer Creek. Existing utility easements include a storm drain easement that <br /> varies from 20 feet to 30 feet.in width through the western portion of the property; a 15-foot <br /> PG&E easement and a 15-foot PUE along a portion of the frontage on La Vida Real; and a 10- <br /> foot Purissima Hills County Water District easement along the. eastern and southeastern <br /> boundaries. <br /> Access to the property currently is provided by two driveways on La Vida Real. Surrounding <br /> properties are developed with single-family residences. <br /> CODE REQUIREMENTS <br /> As required by Section 10-2.301 of the Site Development Code, this application for a new <br /> residence has been forwarded to the Planning Commission for review and approval. Criteria for <br /> site development review include grading, drainage, building siting, pathways, landscape <br /> screening and.outdoor lighting. Zoning Code review encompasses compliance with floor and <br /> development area limitations,height, setbacks, and parking requirements. <br />
