RESOLUTION NO. 1113 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE TOWN OF LOS <br /> ALTOS HILLS OPPOSING LAND USE CONTROLS IN THE AIR QUALITY MANAGE- <br /> MENT PROGRAM OF THE ABAG ENVIRONMENTAL MANAGEMENT PLAN <br /> WHEREAS, the Federal Water Pollution Control Act and the Clean Air <br /> Act as well ascertain State laws require that ABAG adopt an Environmental <br /> Management Plan; and, <br /> WHEREAS, the proposed plan incorporates a regional land use policy; <br /> and, <br /> WHEREAS, a regional land use policy is not a requirement of the <br /> aforementioned State and Federal Acts; and, <br /> WHEREAS, the Air Quality Maintenance Plan has sufficient broad goals <br /> to accomplish the air quality aspects of the plan without a regional land <br /> use policy; and, <br /> WHEREAS, regional land use controls are unnecessary complexities in <br /> air quality management and can be counter productive and cumbersome, thereby <br /> defeating the effectiveness of the Air Quality Maintenance Plan; and, <br /> WHEREAS, these land use policies will open local land use to regional, <br /> State and Federal interference and dictates, thus depriving individuals of <br /> their self-governing rights; and, <br /> WHEREAS, regional, State or Federal land use controls will destroy the <br /> local character of communities and bring them toward a state of uniform <br /> mediocrity; and, <br /> WHEREAS, the economic effect of these land use policies will be highly <br /> inflationary; and, <br /> usepolicies will be <br /> WHEREAS, the effect <br /> of these landeconomically <br /> discriminatory against poor, those of fixed incomes, the elderly and minority <br /> groups; and, <br /> WHEREAS, the land use policies will substantially and unnecessarily <br /> increase the cost and the complexity of local and regional government; and, <br /> WHEREAS, experience has proven that the stated goals of the land use <br /> policies are not attainable by regional policies . . . i.e., people live <br /> where they want and work where they want; and, <br />
