• • <br /> RESOLUTION NO. 654 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS <br /> HILLS. REQUESTING THE STATE WATER RESOURCES CONTROL BOARD TO <br /> INITIATE ACTION ON THE IMPLEMENTATION OF STRICTER REQUIREMENTS <br /> ON DISCHARGE TO THE OCEAN OF MUNICIPAL AND INDUSTRIAL WASTE <br /> WATERS, <br /> RESOLVED, by the City Council of the Town of Los Altos Hills, <br /> California, that <br /> WHEREAS, the State Water Resources Control Board has held <br /> hearings for the purpose of reviewing the new proposed California <br /> State Policy for Water Quality Control -- General Principles and <br /> Provisions for Discharge to Ocean Waters ; and <br /> WHEREAS, the new stricter requirements are intended to : <br /> provide protection for indigenous marine life; assure against <br /> pathogenic organisms and viruses in waters used forswimming or <br /> other body-contact sports ; and remove toxic substances to a <br /> reasonable level by maximum removal of suspended and settleable <br /> solids and floatable material; and <br /> WHEREAS, standards have been proposed which are based on <br /> judgment and the best available scientific knowledge to prevent <br /> the discharge to the ocean of environmentally hazardous substances , <br /> including the discharge of sewage sludge and supernatants ; and <br /> WHEREAS, the proposed policy and standards contain provisions <br /> for exceptions , based on proper findings , and the Regional Water <br /> Quality Control Board is given the latitude of effecting the <br /> stricter requirements at the 'pearliest possible time"; and <br /> WHEREAS, the Southern California Coastal Water Research Project <br /> is presently engaged in a study of the effect of ocean discharge. on <br /> the Pacific Ocean waters of the Southern California coastline, which <br /> study has been underway for the past two and one-half years with the <br /> Ventura County, Los Angeles County, Orange County, City of Los <br /> Angeles , and the City of San Diego sanitation agencies as supporting <br /> ROBIN D.
