t • <br /> bodies who consider a practical completion date for said study to <br /> be from July to October of 1972 ; and <br /> WHEREAS, the Southern California Coastal Water Research Project <br /> may provide fundamental scientific facts which will not only guarantee <br /> protection and conservation of marine resources , but may also enhance <br /> the beneficial uses of these resources by promoting increased <br /> productivity in the ocean; and <br /> WHEREAS, there is a strong desire on the part of those connected <br /> with the Southern California Coastal Water Research Project to <br /> postpone any consideration of stricter standards until the completion <br /> and evaluation of the water research study; and <br /> WHEREAS, there appear to be two choices : (1) Place the stricter <br /> requirements in effect now and rely on the judgment of the California <br /> Water Resources Control Board and the Regional Water Quality Control <br /> Board to achieve the Board 's objectives in a reasonable manner, or <br /> (2) Do nothing until the results of the Southern California Coastal <br /> Water Research Project are known, analyzed, subjected to public <br /> comment, and then utilized to revise or modify the stricter require- <br /> ments of the State Water Resources Control Board; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> TOWN OF LOS ALTOS HILLS that the stricter requirements be placed in <br /> effect now, in order to prevent discharge to the ocean water of <br /> known degrading chemicals and detrimental substances , and further, <br /> when the new scientific knowledge forthcoming from the Southern <br /> California Coastal Water Research Project is available, such <br /> information be the subject of a future public hearing to modify, <br /> revise, and beneficially improve the California Water Resources <br /> Control Board policy and standards for discharge to the ocean of <br /> municipal and: industrial waste. <br /> :c 3c * x <br /> ROBIN D.
