CITY COUNCIL <br /> TOWN OF LOS ALTOS HILLS <br /> MINUTES OF A REGULIR ADJOURNED MEETING <br /> Noverber 23, 1959 <br /> The Regular '.djourned Meeting of the City Council of the Town of Los <br /> Altos Hills was called to order by Mayor John M. Fowle at 7:53 P. M. <br /> Monday, Novenber ?3, 1959 at the Town Hall, 26379 West Fremont Ave. , <br /> Los Altos Hills. <br /> ROLL CALL: PRESENT: Councilmen Bledsoe, Clayton, Henley, Sherlock, <br /> Mayor Fowle <br /> ABSENT: None <br /> APPROVAL OF MINUTES and COMMUNICATIONS were dispensed with. <br /> COMMITTEE REPORTS: <br /> 1. Grant-St. Joseph No. 4 Annexation to the City of Los Altos. <br /> Mayor Fowle announced that reports would be given as follows: By <br /> Conrissioner Mellquist, Chairman of Committee appointed to study <br /> the possibilities of annexing sone unincorporated lands southerly <br /> of the Town, the City Attorney, on annexation procedure, and Com- <br /> nissioner Williams, Chairmen of the Planning Commission, on action <br /> taken at the Planning Conrission's meeting of Noverber 21st. <br /> The Mayor stated that the Master Plan had been adopted by the <br /> Planning Connission, and further stated that the City of Los Altos <br /> has started annexation proceedings to annex lands southerly of the <br /> Town which are included in the general planning outlined in the <br /> General Plan. As a counter cove, the Conrittee has studied the <br /> possibility of possible annexation of unincorporated lands in this <br /> area. <br /> Comrissionor Mellquist reported for the Cornittee. Other menbers <br /> are Councilman Henley, Mr. Gardner Bullis, and Mr. Francis Duveneek. <br /> Corrissioner Mellquist stated that in exploration of this problem, <br /> the Cornittee kept in Hind the reasons for the Town's incorporation <br /> and that no one on the edge of the Town was included who had red <br /> quested exclusion. <br /> The Connittee recorrended to the City Council that the Town initi- <br /> ate, 1- a771.9tely, annexation proceedings in a southerly direction <br /> to round out the boundaries, generally taking the boundaries to <br /> the proposed Junipero Serra Freeway route, Permanente Creek, lands <br /> of the rerranente Cenent Co. , the Palo :ato city limits, and the <br /> lands of the proposed County Park on the Duvcneck land. =lith this <br /> report , the Connittee submitted a nap showing precise knits of <br /> the annexation proposal which Corrissioner Mellquist explained. <br /> Corrissioner Mellquist stated that the Town could effect the an- <br /> nexation in one of two ways : .(1) uninhabited lands procedure which <br /> iso be effected by inclusion of less than twelve registered voters and <br /> more than one-half of the assessed valuation of land and improve- <br /> rents in favor of annexation, (2) Under inhabited territories pro- <br /> cedure, sn election would be required, with a najority vote and 50% <br /> of the land value, only, in favor. <br />
