L <br /> CITY COUNCIL <br /> TOWN OF LOS ALTOS HILLS <br /> 26379 Fremont Road <br /> Los Altos Hills, California <br /> MINUTES OF A SPECIAL MEETING <br /> June 5, 1989 <br /> Mayor Johnson called the Special Meeting of the City Council to order <br /> at 5:00 p.m. in the Council Chambers at Town Hall. <br /> A. ROLL CALL: <br /> Present: Mayor Johnson and Councilmembers Casey, Siegel and Tryon <br /> Absent: Councilmember van Tamelen <br /> Staff: City Manager Thomas Frutchey, Director of Public Works <br /> Bill Ekern and City Clerk Pat Dowd <br /> Press : Don Brignolo, San Jose Mercury <br /> Tryon reported on an item not on the agenda before Council . She had <br /> been advised of two appointments made recently to the Los Altos County <br /> Fire Protection District Board. Tryon stated that Council should be <br /> aware of these openings on the Board and any appointments which are <br /> made to the Board. She asked that the Council receive copies of the <br /> minutes from the Los Altos County Fire Protection District Board <br /> Meetings and be officially advised of any vacancies on the Board. <br /> B. STUDY SESSION: 1989-90 FISCAL YEAR TOWN BUDGET: <br /> The City Manager referred to the following documents which the Council <br /> had received for their review and comments : 1) his staff report dated <br /> 5/26/89 on the proposed fiscal year 1989-90 budget package; 2) a <br /> report on the operating, capital and non-capital project budget and 3) <br /> a draft budget. In addition Council had also received the minutes of <br /> the 5/22/89 Finance Committee at which the budget had been discussed. <br /> The City Manager presented an overview of the proposed budget before <br /> Council which included an explanation of fund structures and financial <br /> forecasts for the Town. Major themes in the budget included: demands <br /> for services had increased and would continue to do so; current <br /> services should be continued with a balanced budget; and modifications <br /> to the Town's financial policies and procedures should be adopted and <br /> implemented. A discussion was also held on the issue of enhanced <br /> development services. This would include, in part, the following: the <br /> L upgrade of the Town' s image and communications; the reinstatement of <br /> real estate reviews; the reduction of approval threshholds; and the <br />
