Presentations from the Floor: <br />Mayor Nystrom reported on the May 1 Intergovernmental Council Meeting: 1) <br />Mrs. Hillestad and Mayor McHugh 94ilpitas) were appointed representatives <br />on AHAG's Executive Board for two year tenns. 2) Recycling centers on Edith <br />and on Grant Road for the residents convenience and 3) Bruce Freelen reported <br />that the County Master Plan would be done in a few months and it strongly <br />urged pockets and service areas to be annexed. <br />� •a•�•a u••a. •� ua v i • �a m <br />City Manager: <br />a) Public Safety Department <br />The City Manager presented his report which outlined current police and fire <br />services, gave a brief description of the Scottsdale, Arizona plan and <br />explained a public safety department including a projected budget. The City <br />Manager stated that this report did not at this time go into complete detail <br />as he was seeking a policy direction from the (ouncil. <br />Councilmenbers had several questions and concerns: 1) quality of service most <br />remain excellent; 2) other oaamnities such as IDs Altos and Palo Alto should <br />be explored regarding providing IDs Altos Hills with these services; 3) where <br />would we get the fiats for such a department?; 4) what plans are there if the <br />current fire and police contracts which expire June 30, 1980 are cot renewed?; <br />and 5) what kind of training will be provided for the members of this depart- <br />ment? Councilman Perkins also requested the City Manager to prepare an his- <br />torical chart of Ins Altos Hills costs for fire and police for the last five <br />years showing, among other things, the following: 1) how much did it cost?; <br />2) where the revenue came from; 3) effects of Propositions 13 and 9; and 4) <br />past and future obligations. <br />MZIrION SBOONDID AM CARRIED: Moved by McReynolds, seconded by Hillestad and <br />passel unanimously to proceed with plans for an independent fire and police <br />department, explore alternatives and also prepare a contingency plan in the <br />event the current providers discontinue service after July 1, 1980. <br />John Sanders, Ins Altos Fire Chief, requested a copy of the City Manager's <br />report and Ed Rutherford IDs Altos Fire Department, spoke against IDs Altos <br />Hills establishing its awn public safety department. <br />City Engineer: <br />a) Reports on drainage inquiries at 12720 Dianne Drive and 12838 <br />Concepcion. <br />The City Engineer reported that for each of these drainage problems the owners <br />should hire Civil Engineers to assist them in correcting problems and they <br />should thesemake the corrections at their own expense. <br />
