6 CITY COUNCIL MINUTES - May B, 1975 <br />ITEMS REMOVED FROM THE CONSENT CALENDAR FOR SEPARATE CONSIDERATION (cont'd): <br />LANDS OF NORTON (cont'd): <br />road, and called attention to the fact that the Fire Department had not <br />recommended approval of the road. Citing that portion of State Law <br />pertaining to EIR exemptions, Councilwoman Miller said this property <br />and its development would have a significant effect upon the environment <br />and felt, at this point, that this proposed road should be considered in <br />light of what the Fire Marshall had to say, and the Pathway situation was <br />not clear. She moved t`:at, because of these concerns, that the request <br />Ile <br />sent back to the Variance & Permit Commission for additional in- <br />formation. Councilman Cheney seconded the motion, which failed because <br />of a tie vote, Councilman McReynolds abstaining. <br />Speaking from the Floor: <br />fir. Alan Lambert, First Street, Los Altos: Regarding possible future <br />development of property in question, and noting that there was no proposed <br />development planned at this time, but only the request of the owners of the <br />property for building site approval to build their residence. <br />Mr. John Humber, Sandis & Associates, Engineer: Spoke regarding the proposed <br />road. <br />Mr. Test, present owner of property: Stated that he was present owner of <br />property and the sale of the land was contingent upon building site approval <br />being granted. <br />After further discussion, Councilman Cheney moved, seconded by Council- <br />man Helgesson to continue this item to the next regular meeting of the <br />Council for Staff to clarify the Pathway requested, and, at that time, <br />thet a larger overview of the property should be submitted. The motion <br />was seconded by Councilman Helgesson and carried by the following roll <br />call vote: <br />AYE: Councilmen Cheney, Helgesson, Councilwoman Miller, Mayor Grabowski <br />NO: NONE <br />ABSENT: NONE <br />ABSTAIN: NONE <br />City Manager Robert Crowe noted that Item 4 a) had been approved on the Consent <br />Calendar; however the Pathway Committee had requested a ten foot pathway easement <br />on this property which the Planning Commission had reduced to five feet. He <br />asked if Council wanted to reconsider this item. It was consensus of Council <br />that the pathway should remain as recommended by the Planning Commission. <br />C. SPECIAL REPORTS: <br />Mayor Grabowski: <br />The Mayor reported on his trip to Sacramento on [lay 7th with the Inter -City <br />Council, and informed Council of the status of ACA 22 regarding property tax <br />-5- <br />
