ANNOUNCE3ENTS {Cont -1 <br />2. Staff announced the Annual Santa Clara County Inter City Golf <br />Tourney to be held Thursday, October 26, 1972. Council concurred <br />that Staff should participate in this tournament. <br />3. The Public Utilities Commission announced a public hearing, <br />October 19, on the state-wide plan and schedule for undergrounding <br />all electrical and communication systems In proximity to State <br />scenic highways pursuant to Public Utilities Code Section 320. <br />4. Staff announced a public hearing to be held Friday, October 6, <br />9130, 70 W. Hedding, San Jose regarding Senate Select Committee on <br />Housing and Urban Affairs. <br />SCHEDULED ITEM NO. 1: <br />ANDSCAPING ALONG IS280 TO REDUCE NOISE AND SIGHT POLLUTION <br />Staff reviewed the Noise Abatement Committee+s work to achieve some <br />noise reduction adjacent to IS280. There is a proposal that there be <br />an intensive landscaping project covering an area 1007 in width on each <br />side of the freeway, to be jointly financed by Federal, State and local <br />funds. This meeting is the first public presentation of this proposal. <br />If the project goes as originally proposed, the Town would be responsi- <br />ble for planting 33 acres of land outside the freeway right-of-way, <br />which along with the needed water system, would rost *165,000. The <br />annual maintenance of this area is estimated at *20,000/year. <br />E The planting proposed to he done by the State inside the right-nf-way <br />W fence line would cover a total areq of 72 acres and would be the joint <br />financial responsibility of the Federal and State government. Mainten- <br />ance of this area Inside the fence line would be the responsibility of <br />the State Division of Highways. <br />Dr. Marjorie Evans, Chairman of the Noise Abatement Committee, gave a <br />presentation regarding the past history of IS280 and outlined the need/ <br />impact of landscaping along this highway. Dr. Evans felt this project <br />should he determined a °pilot project' and the Town should seek Federal <br />and State financing. <br />Floor Participation: Mr. Bergrun introduced a noise abatement study <br />regarding IS280 and felt the Town+s citizens would be interested in <br />reading this study. Mr. Ashby asked Dr. Evans if Senator Cranston <br />could he of some help due to the fact he was a prior citizen of the <br />Town. Dr. Evano noted that Senator Cranaton and Senator Tunney have <br />been helping the Town+s cause. Speaking in favor of the landscaping <br />and noise abatement were] Mr. A. Kincaid, Mrs. D. Strobele and <br />Mrs. A. Ashby. Mrs. Schick spoke in favor of both tree planting and <br />noise screens. Mr. P. Lowe suggested the banning of motorcycles and <br />other noisy vehicles to cutdown the noise factnr. Mr. M. Savin <br />suggested the speed limit could he lowered and make this highway into <br />a parkway for passenger vehicles only. Mr. Wm. Dnwney suggested a <br />weighing station be installed which should reduce the flow of heavy <br />trucks. <br />-2- <br />
