ANNOUNCEME9TS: <br />1, A Public Nearing will be held on March 29, 1971 at 7:45 P. M. at the Town Hall <br />to discuss the financial crisis that the Town faces in meeting its contractual <br />obligations with Palo Alto for sanitary sewer capacity rights, In addition to <br />the discussion of the problem, possible solutions will be outlined. It was noted <br />that no action will be taken since the intent of the meeting is to gather ideas and <br />answer questions. <br />UNSCHEDULED ITEM N0. 1: <br />AFPOINT PLANNING COMMISSIONER TO FILL UNEXPIRED TERM OF DON T. RIMER. <br />Council concurred to defer this item to the next regular meeting, April 5, 1971. <br />UNSCHEDULED ITEM N0. 2: <br />REPORT FROM PLANNING COMMISSION re: WILLIAMSON ACT. <br />Staff reported that the Planning Commission, after extensive study of the Williamson <br />Act, unanimously recommended that the Council take appropriate steps to establish <br />the entire Town as an agricultural or open space preserve. The Commission had <br />reviewed the resolution adopted by Portola Valley and concurred that this resolution, <br />with appropriate changes, embodied the necessary points that would create a workable <br />document for the Town of Los Altos Hills. The Planning Commission recommended that <br />the Town consider contracting only with those parcels which are yet subdividable or <br />those parcels yet unimproved to their fullest use in accordance with our current <br />zoning ordinance. Council discussion concurred. <br />MOTION, SECONDED AND CARRIED: Councilman Grabowski moved, seconded by Helgesson <br />and carried unanimously that the City Attorney be directed to prepare a resolution <br />that incorporates the entire Town under the Williamson Act and that it be submitted <br />to the Council for review as a preliminary resolution at the April 5, 1971 meeting. <br />It was noted that the Planning Commission is continuing their study on all other <br />methods available for establishing open apace e.g. "open space easements". <br />UNSCHEDULED ITEM NO. 3: <br />REPORT ON OPEN SPACE - COUNCILMAN STAN CORBETT <br />Councilman Corbett reviewed the status of the Town's open apace study that is <br />being conducted by Mr. Charles McCandless. He reported that a map of the Town <br />is being prepared which indicates those areae yet in open space. From this base <br />map he proposed numerous planning areae be established and that representatives <br />be selected from each one by the Council. Based upon guidelines as to the types <br />of open space considered desirable by the Town, these representatives would than <br />evaluate their assigned areas for available open space that could be acquisitioned <br />by the Town as private funds become available. Once the priority grouping is <br />established Mr. McCandless could then proceed with solicitation from interested <br />citizens of gifts of land or monies. <br />Since the map being prepared would soon be completed the Council concurred that <br />further discussion of this subject should be agended at the April 5, 1971 meeting. <br />dWAW <br />-2- <br />
