Establishments that are billed for sewer <br />service on the basis of sewage effluent constituents <br />shall provide a suitable means for sampling to deter- <br />mine billing constituents. Sampling points shall be <br />so located that they are safe and accessible to City <br />inspectors at any reasonable time during working <br />hours. <br />SECTION 5. AMENDMENT OF CODE. <br />Article 3 of Chapter 4 of Title 6 of the Los Altos Hills <br />Municipal Code hereby is amended by adding thereto Section 6-4.308(1) <br />to read as follows: <br />Section 6-4.308(1). Discharger Monitoring. <br />(a) City Engineer or his or her authorized repre- <br />sentative may conduct all inspection, sur- <br />veillance and monitoring procedures necessary <br />to assure compliance with applicable sections <br />of this Article or with U.S. Environmental <br />Protection Agency or State of California <br />regulations. <br />(b) Representatives of the City Engineer shall be <br />authorized to enter, during normal working <br />hours, any premises of any discharger in which <br />an industrial waste source or treatment system <br />is located or in which records are required to <br />be kept to assure compliance with this Article <br />and applicable Federal, State of California <br />and County of Santa Clara regulations. <br />SECTION 6. AMENDMENT OF CODE. <br />Section 6-4.311 of Article 3 of Chapter 4 of Title 6 of the <br />Los Altos Hills Municipal Code hereby is amended to read as follows: <br />-3- <br />
